I believe Cal implied that he killed/sacrificed a lot of people to get her to recover, since her power works by draining other people’s life. I imagine the act of bringing her back from the dead requires her killing someone else in exchange.

They can’t fix Jiaying unless they know what Cal did to reboot her when Whitehall got her.
