General Hale named all the species in the Confederacy and the Skrulls weren’t one of them. Per the MCU wiki, they are Astrans, Kallusians, Kree, Remorath, Rajaks, and a sixth species. (What’s funny is that Star-Lord actually mentions making it with a “Rajaks girl” in the first GOTG.)
