Never thought Radahn was all that strong even pre-nerf , but I was already at the gates of the capital before I went there. Compared to even some small dungeon bosses his attacks are slow and have huge openings, only that meteor attack got me once or twice because I had no idea where he was lol.
Pretty much yes. You can outlevel most content, although DLC areas are usually adjusted for that. Also this doesn’t apply to Sekiro.
