Good call FIFA! First, you put no responsibility on the referee to report who made the foul in question (even in games with 10 year-olds this is normally a standard requirement).

@neutiquam: Do not put words in my mouth. I do not "rely purely on [my] ARs to call fouls inside the penalty area." I do rely on my ARs when I don't have a good view. That's how you ref, as a team. You don't just call back a game changing goal if you might think there was a foul. You or your AR had better be damn sure.

@Dys: There IS another ref. See that guy on the sidelines with the flag? We call him the AR (assistant referee). This ref should have let the AR make the call. Unfortunately a lot of referees try and ref matches all by themselves and forget about the ARs.
