CPS is the same way. They are alerted frequently to families of special needs kids, because those kids are wearing old sneakers that are falling apart (they refuse to get new ones), the kids have bruises from hitting themselves (which have been video-captured by school monitors), etc.

Yes, India is not the rape capital of the world. But there's something wrong when multiple gang rape deaths occur, and no one is even charged, and the police try to get the victim to keep quiet, and there's bribery, corruption, and a justice time that's absurd.
