The PS4 lets you make folders. It is worse than that.
The XBox One lets you sort things by group.  It’s not quite folders, but it’s almost as good.

I’ll file this away in “features game reviewers could really benefit from, but people who game as a hobby don’t particularly want”. I mean, I won’t begrudge a developer adding it, but I also am entirely satisfied not having such a feature because it doesn’t impact my play style.
