Do you hover over someone entering their PIN at an ATM? Do you read a novel over someone's shoulder? Most people have the home training to know that's not polite. Same goes for a computer screen.
I think people here are missing the point. It's one thing to catch a glimpse of someone's screen because it's in your line of vision, and quite another to deliberately stare at what's on the screen. The latter is just flat out rude. It's not about 'rights' or anything—it's about politeness.
