The heavier characters have always had the highest top speed, even in the SNES one.

Heavy character = higher top speed but lower acceleration
Lighter character = lower top speed but higher acceleration (which is good for recovering from spin outs)
If you’re a really good driver who can avoid items and traps, you want the best top speed as possible.
