Giovinco clearly deserves to be on that roster. There isn't a better striker in Italy. I think this has less to do with Giovinco's quality and more to do with the fact that Conte just seems to hate him.

The Premier League is one of the most watched leagues in the world, and they have had limited to no success in their continental cup either. Their league was won this year by a team that nearly got relegated last year, and the new TV deal is actively pushing the teams to the middle.
The Premier League is the best in the world, but the UK is nowhere near the best in terms of producing soccer players. Players will go where the money is. America has a lot of money. If soccer can even just surpass hockey in America, there is going to be millions of reasons for foreign players to play in the US.
If MLS salaries can approach the same level as the NHL, they’ll be higher than every league except the Premier League. Given the growth in MLS, that is not out of the realm of possibility in 10-20 years.
It’s actually pretty easy to tell how Giovinco’s skills would translate against Belgium because Belgium called up a Montreal Impact defender named Laurent Ciman (Google it Billy). Leaving Giovinco off the team is just plain stupid.
