I’ve run into a few well educated people who do not understand that these titles mean things and are not interchangeable. Also, that it’s very rare and somewhat odd for a woman who keeps her name to use Mrs.

Because Mrs. is actually short for Mistress. Not that anyone has said that in 100 years.

Kentucky government takes place primarily at the county level anyway outside of the largest cities. Louisville actually merged the city/county governments year ago.

It’s an unincorporated. In Kentucky, that means that the county government is pretty much in charge of everything. That’s actually how it works in KY even with small cities that are incorporated. The subdivision I grew up in was technically it’s own city, but it was really more like an HOA.
