On most highways in the United States, strictly obeying the speed limit creates a dangerous situation. 9 mph over the speed limit was likely around (if not a bit below) the prevailing speed of traffic.
Following the Koch policy prescriptions would put US based sugar out of business. It is only maintained by significant import duties on cheaper foreign sugar. That is exactly the type of anti-competitive government action that the Koch’s fight against.

The easiest explanation is that the positive reviews are simply supporting it because it has been deemed “important”.

The ability of a robot to carry a gun is not the issue. Presumably, the police don’t have an armed robot sitting in a van ready to go (it would be a bit disconcerting if they did). Many bomb squads do have robots that have anti-bomb bombs.

The bomb squad (which operated the robot) already had the ability to trigger an explosive device attached to the robot. That technique would normally be used to detonate a (bad) bomb. Because MacGyver wasn’t available, jerry rigging a gun/taser/etc. probably wasn’t really an option.

I don’t think “Uncanny valley” means what you think it means. If the new sound effects are indistinguishable, then they aren’t in the valley. They would have passed out of the valley - the valley being the place where the virtual is almost, but not completely, lifelike.
It’s not about “budget cuts” - which can only be considered “cuts” in the bizzaro world of D.C.
