I am a huge proponent of B. I have seen so many drivers think their headlights are on because their LED daylight running lights are so bright. To make it worse many of these cars/SUVs have very small reflectors on the back, so I don’t notice them until I’m right up on them.
at the on at dusk thing: I do not know how that is not law yet. Backup cameras are law here. But a car can still drive without lights on at night because the Honda or Toyota (it is ALWAYS one of the two) driver either has no lights on at all...or full brights.

Heck yes, they suck! They’re too bright and too high! Even in my 2018 Tahoe (which means I’m probably an offender, too), I have to move my side mirrors out and/or down when a new truck or SUV comes up behind me.

I think you’re seeing part of the problem. People never understood what it was. If anyone had ever bothered to drive it for a week, they’d love it. I did.
It does under certain circumstances, like when you are 100% out of EV mode (which doesn’t mean the battery is 100% drained!) And you’re cruising on the highway. It is like a direct no-trasmission overdrive, but some of the torque can be out towards the generator. It is more efficient to directly drive from the engine…
I think you’re underselling how significant the Volt was in 2010. There was no other plug-in hybrid at the time, certainly not one with enough range to make it to work and back for most people. For most commutes it was just as good as an EV, except you could actually use it outside the battery range when needed.
No it’s better, you don’t have to plan your trip around finding a plug. or take an hour or so layover if you are on a long trip.
