had similar when I was a youth a 74 CJ with a 304, 3 speed and steel hardtop and doors. Built up with a couple of go fast motor pieces and 33" BFG mudders on steelies it was a great get stuck machine. And get stuck it did. Simple and fun, no electronics and all fun! Wish I still had it.
I think this is less about the headset and more about moving his feet off the pedals. Once he changed his COG then his bike found a nice resonance and off he went. Had the same thing happen to me on a noodly Ti road bike at 45mph. Scary as hell but I was lucky to not go down.
There is also the nearby Pima Air and Space Museum which among other amazing planes has a SR-71 in a hanger. Bonus: B-52's, Cruise missiles and some version of the Super Guppy.

The aspect ratio of this video makes me think we are watching some mid 80's bertone spec race. Everything is long, flat and wide looking.
