Concrete's cheaper and more durable than tarmac, in general, but it's also much noisier and marginally less fuel efficient, and normally gives lower grip in the wet. Also, when it does need repair (or to be dug up for access to utilities or whatever), concrete's much harder (NPI) to deal with.
