When you breath you reject CO2, it's part of the air. NOx aren't. Ok, too much CO2 is bad really bad and I believe in global warming, but I prefer a city that rejects 20% more CO2 than 1000 times NOx and other particles. You have to think about human health in a day to day and not just focus on global warming :)
