Isn’t that usually reserved for pro level championships? You don’t go to recreational matches and expect any tie breaking scenarios. So, competitive Over Watch is “recreational play” and should be fine with a draw. Pro Level E Sports can do whatever to eliminate a draw.

I think they want to keep rounds reasonably short. My comp games rarely go over 20 min. If I was stuck at my desk for longer than 35 min at a go-nowhere game, I think I’d take a harder thought at starting another match. Also, the leavers!

This changes the game entirely. You can no longer defend from the choke points of the map, but from the point itself. This wont last and I never had a problem with draws. Having a problem with a draw in a video game only makes me feel gamer are clueless about sports.
