Oh for sure, most of the problems probably come from young men who have never left the US before and go crazy once they get to a country where the alcohol is cheap and free-flowing (especially is they’re under 21). I don’t think that would work at all... I knew a couple of people who grew up near Kaiserslautern and the Americans there are really heavily disliked.
