I come from a people formed from an empire, we got more colors and ethnicities back in my homeland then americans could have in another 2000 years. I'm not making up things, I just followed its production route. The show aired super fast after they announced a pilot being shot, it didn't have 6 months after the pilot like many other shows did. The rushed casting was really apparent in the episodic villains of the first 3 episodes as well. It wasn't just them.

To be honest, casting directors cast from what's available to them. They don't go out on the street and scout for talent, that's another job.

Just to point out a genetics fact here, due to variations in gene sequences and of course, the environmental factors, your skin color might be shades lighter than your own mother and father, or ancestors from 5 generations back without any mixing from any other ethnic group.
