Not the case at all, there are many shows that has been Japan only. If they only announce Amazon Japan, it’s just a contract for that region.

Amazon has most of these shows, because Sentai has partnered with them(those a few of this amazon listing are wrong). So you shouldn’t be blaming them.

I’d like to point out that Rage of Bahamut Virgin Soul and Re:Creators are Amazon Prime Video Japan. We still don’t know who has the internationally.
