My understanding is that Phil’s Japanese voice actor died, which is why he’s silent. They wanted to keep him in as a tribute, but didn’t want to get a new VA for the JP release.

Did you watch the first episode? I don’t really see how they could have made it more obvious that she was going to get turned, unless they had her voice-over say “This is the story how I became a totally-not-a-vampire.”
