Staunton is nowhere near the top of the podunk list. It's a small town for sure, but there's some artsy folks in the area and it's considered a good place to raise a family. Plenty of driveways hold German and Swedish rides. And unlike many settlements in Appalachia, it still has a living and breathing downtown.
I think that coal plants significantly contribute to the problem. They have emissions standards for power plants built after 1/1/12 that are similar to EU standards. After 2015 all power plants (existing or new) will have to be on this standard.

I was a daily MARTA rider for 10 years. It worked well because I could park at a station on the Blue (East-West) Line and take the train downtown for work and school. But if your destination is not walking distance from a station (which is most of Atlanta) then MARTA is often a bad alternative.
