They mention more than once in both the original and Rebuild that the armor and power cords are basically there to contain the Eva and control the pilot. If an Eva goes berserk, nothing can stop it unless it wants to stop.

Umbilical cable is there just to prevent the EVA from running free. A "self"imposed limitation to make sure if it goes crazy or the pilot goes rogue.
