Plenty of third party options exist for a d-pad, including an entire replacement left joy-con (I think PowerA makes it) and the option to re-shell with a d-pad. There’s no reason whatsoever to feel like you can’t have one.

This is the most likely scenario. Unless the person was targeting the package specifically, they likely tossed it.
