Honesly, the only thing that bothered me was the giant chains that dragged the dragon from the deep. I can’t help but feel that The Night King dropping into the water, then silence, then the Night King triumphantly crashing from under the ice, riding the Zombie Dragon would’ve been a cooler (and less confusing) ending…

My guess would be that Harley is more of a mob-boss style villain, rather than out-and-out crazy and that she’ll take John Doe under her wing, trying to turn him into her crazy attack dog, only for him to realise he’s the more capable and, ultimately, take over from Harley as Undesirable Number One

Given the e-mail you can find that’s signed “H” and sent to Riddler, it doesn’t sound like she’s crazy at all, rather a fully fledged “normal” criminal. It wouldn’t surprise me if she’s the one to help tip John Doe over the edge to becoming The Joker.
