Ragnar is taking Athelstan's death worse than when Jarl Born attacked Kattegat and threatened Ragnar's family and for that Ragnar performed the Blood Eagle on him so Floki's punishment will be worse. Driving him insane and making him lose faith in his gods is probably the worst thing that can happen to him.

I think Ragnar knew they wouldn't be able to take over Paris in the first attack but now they know the strength of the city's defens. He probably saw it as a test and he put Floki in charge so when they fail Floki would be blamed and his faith in his gods would be shattered.
