I don't think Norma ever really spoke to him about Chick so it would make sense he'd think they were on good terms. Didn't Chick introduce himself as a friend of his mother's? Or at least someone who admired her. That's probably why he thinks they are on good terms.
I would go with your last notion, that Norma/n was aware Chick carried Norman to bed, so that's why Mother knows what happened but Norman has no idea. I got the sense that she was cool with Chick now because he's willing to play along with Norman's "game".
