The trick for New York is being able to differentiate between DFS and the Stock Market. This is the real problem for them, and one that they cannot logically resolve.
I do understand that it isn't a blanket Prohibition but it is still nonsensical.
It remains utterly bizarre that America continues Prohibition on gambling. It also remains utterly apparent that gambling addiction is no more prevalent in countries where gambling is legal (pretty much the entire world).

Much of your criticism is why I made a point of grading on a curve that this is a pilot. The story plot in any pilot cannot avoid the need for certain tropes and plot leaps because there is no established motivation and history for the characters following the story.
Calling this show terrible is not even close to enough. A D+ really? That's ridiculously generous.
I can understand not wanting to curve a pilot grade but the point of a rating is comparative, and not curving pilots just means your scope for differentiating quality is reduced.
Shame for you this show will be a huge hit.
This was never a C, from the review it seems a C has been awarded purely on the reviewers prejudices from reading the comic books, something which is not relevant to the show as a TV Series and not relevant to 90%+ of potential viewers who will never have read the comics.
