As I understand it, it's not a Unity restriction: it's an Apple restriction. You can almost never develop anything for an Apple device on a non-Apple device.

You can only build for Mac on Unity running on a Mac. So this guy doesn't own a Mac. Perhaps if somebody asked him nicely, he'd provide the project file to somebody to export for Mac. I don't understand people - when presented with a situation that has a very simple, straightforward answer, they presume there doesn't…

It runs on Unity. All he has to do is to compile it for Mac, and he's done. I don't know the details, but I would not be shocked if it really is just a check-box.
