I think Celine is a relic of the evolutionary process from real cars to the car-people of this universe. I suspect there are actually quite a few of her kind out there, but they’ve stayed out of the limelight because they’re seen as “weird” by other members of car society. Someone should write a fan fic about them!

I think the entire wheel is the shoe, and the hub is the foot. Race cars get their entire wheels swapped out during pit stops. Also, in the airport scene in Cars 2, we see a minivan tiptoeing through the metal detector with its wheels removed, once again implying that wheels = shoes.
