I think that was an unfortunate choice of words. I think the point is that the top speed hasn’t changed, but you can climb hills and stuff at a higher average speed. For example, maybe my max speed is 15 mph, but instead of climbing hills at 8 mph, I can do it at 12-15 mph now because of the motor assist.
