He's still unavailable to pitch in those games. If they have an injury to another starter during those 5 games they can't bump up his start or bring him out of the bullpen.

Because teams are free to change their scheduled starters at will. They don't actually have to wait 4 games between starts for a player. If a player gets a 4 start suspension, a team could say he's scheduled to pitch 5 games in a row and not miss any actual starts.

I don't know how much better of a hitter Iglesias is. This is a guy who has often hit below .250 in AAA. I know he got off to a hot start with Boston this year, but given a larger sample size and more time for pitchers to figure him out, I wouldn't expect that much more from him at the plate.
