It's more of a hump and not a bump.. I would bet that most cars can easily get over those. I drive in a neighborhood with them installed and 30mph over them isn't a problem.

Down here in Alabama, there is a old single lane bridge with a 3 (three) ton weight limit that I regularly see city trash trucks and tractor/trailers go over. The bridge is so bad that there are 2x6 boards covering holes in the roadway. There is a plan for its replacement but construction doesn't start until 2020.
