You could still do that if the tracking system worked though. Nothing stopping you from playing it in the style that you prefer. But for people who don’t like to do that, the current state of tracking seems to be a real problem.

Dark skinned characters in anime are almost never black characters. Probably nine times out of ten they are just dark-skinned Japanese characters, or gyaru. The Japanese skin tone can vary wildly, from snow white to deep browns to almost-banana yellows.

Alternatively, it *does* have to do with technical differences, at least for a majority of the mods. A large, large chunk of the mods for Bethesda games rely on script extenders. FOSE, NVSE, F4SE, and SKSE for F3, FNV, F4, and Skyrim, respectively.
