Yes, and any LGBT characters must be unkillable, with god-like powers. In other words, all LGBT characters must be Mary/Gary Sues. If there isn’t any LGBT characters, or one dies, it triggers too many people. People that care more about representation than how badly a character is written.

There is no probably cause with CP. The damage was already done, it’s only now about to punish the guilty. So even with a legal machanism like you described (which itself is a stupid idea) they would have no reason to detain him.
