I really dont understand why it wouldnt ship with all of them. That way the customer gets customization options that are actually worth something versus the thousands of skins that we can get for android phones that, lets be honest here, suck 99% of the time

This is true but is changing quickly. The EPA is cracking down on treatment plants that do this. Currently the Chicago Water Reclamation District is spending millions of dollars to adapt its system with giant holding tanks (among many other changes) after the EPA ruled they could no longer dump into the Chicago River
