I disagree. Depending on monitor size, and therefore resolution, I can't imagine a PC for that price running, say, Battlefield 4, or Titanfall, at max resolution and max settings without significant slowdown.

I agree, you may as well buy your own, but I doubt $820 is enough to buy anything other than a slightly-above-mid-range PC. At least for gaming purposes, which is what I assume you man by top PC.
