You cant be penalized. It can decrease the premium for driving safely, it cannot increase it for failing to do so.

No, it's much more than that. Those devices (although I dont believe this actually is one) monitor how hard you brake, how rapidly you accelerate, how often you drive at night, idle time, and number of miles driven (if you opt into the “smart miles” aspect).
