If it generates no heat, it stores little power. Volts can still be very high and still not be storing much. Resistors generate heat as a byproduct of their function - it’s where the energy actually goes.

The heat from that has to go somewhere. Discharging that much energy in a few seconds to minutes would produce huge quantities of it - still dangerous. This is true of hardware forward companies in general, especially ones that have been around a long time. Seems like software engineering is challenging to culturally integrate.
