No it was not a stroked cleveland, it was a different block. They only shared heads really.

Actually there was a 351 cleveland, then a 400 based off the cleveland. Then a 351M based off the 400 that was based off the 351C which ended up replacing the 351C. Also Ford actually never called any engine a big or small block, but rather had engine “families”
