Not completely incorrect. You lose power steering when the engine is off as well. Resulting in more difficult steering. What happens when you can't steer around something in front of you? You crash into it.

No obviously not. The car that was advertised and sold with its crash ratings ended up not saving the people in the car. That's a pretty good reason for a recall.
