White are around 50% of the population. Blacks are around 13%. I imagine that means to be equal, blacks would have 188087(13/50)= around 48,902 arrests for aggravated assault. If they had more, it would mean they had a higher rate of criminality. If they had less, it would mean whites had a higher rate.
