That’s kind of a function of the salary cap. Small market teams protect themselves in salary bidding wars in uncapped markets, but then will lose out all the same in capped markets when bigger market ancillary benefits trump a smaller market. 

The worst team should not see the best pick. They should have to contend for mediocrity first and earn the right not to waste a superstar.
