It’s common for lesbian couples for one to be the genetic mother and one to be the gestational mother. It’s not really doing the procedure twice, because the first ‘procedure’ replaced the lab incubation. But yes the IVF was an unnecessary intervention (done in place of IUI).

Lab incubation is standard because before this invention it was the only option.

I suspect she felt the lie of her parentage intrinsically and because of that uneasiness, leaned completely into the idea of her supposed race. If she believed herself to be unequivocally white, then they must not have been lying to her about him being her bio father.
