They are, tonally, similar. War does bookend Rise a bit, as the climactic sequence takes place with apes in cages, plotting escape, but if you didn't like Dawn, you probably wouldn't like this, as it is much more internally focused and even more character-driven.

The whole journey to the border can be seen as either a Western or a Samurai take, with the environment (snow and ice and cherry blossoms) being greater signifiers of the samurai genre than of the western, while guns are more western-y (no swords).

Personally, I recommend ESCAPE FROM THE PLANET OF THE APES. Third in the series order, it's a fix for the whole "end-of-the-world" vibe of the previous two films, and it forges the direction for the rest of the mythology.
