Again, driving crazy or not crazy during a police chase does not justify this use of force.
That’s not listed anywhere in the SoP, and is explicitly forbidden in the uniform use of force policy. Once a suspect has been subdued, punching is considered excessive use of force. Cops beat this all the time because they are able to embellish the incident without proper body cameras.
