The SUV driver will probably get sued by the tow truck driver’s insurance company after not being able to pay. Then the SUV driver will likely file for bankruptcy and the bankruptcy will get him off the hook for any damages as this was an accident and unintentional in the sense that he wasn’t trying to cause harm.

Multiple times felon, multiple times sex offender, and driving around through parades....can we agree the “he’ll rehab on probation!” dream is dead and therefore hope he’s put away for a few decades?

This sounds like a person who will never be a productive member of society and is, in fact, a major threat to the safety of others. He should be locked up for life with no probation.

People who drive dangerously already ignore traffic laws.  Imposing new laws won’t improve safety in the slightest.
