In the video you can see a cop car (with his lights on) traveling in the opposite direction. Is there a possibility that it had a dash cam running? You have a time stamp on the cctv that would help you narrow down exactly when they passed. Might be able to get more info from that.

As someone else pointed out, there is a bicyclist next to the car in the outer lane. It seems reasonable that he was over to the side to let the car next to the bike have room.
