GM still underrated certain cars even in the late 90's and 2000's.  I’ve read several articles where they tested the LS1 4th gen Fbodies versus the LS1 C5, and they were within 10 hp of one another, despite GM claiming that the C5 had 345hp and the base Trans Am / Z28 being rated at 305hp.
