If he is included as a co-conspirator in the indictments, filing under seal would prevent Trump waiting out the statute of limitations on any federal crimes by getting re-elected. The Justice Department has a policy of not prosecuting sitting presidents.

They do not have to go through with the impeachment process if they do not feel like it is going to get them anywhere, but publicly taking it off the table is stupid.
That’s true, and the sealing of the indictments makes sense if you believe that Trump is the one of the indicted, to make sure that the statute of limitations does not expire before his time as president is over.
They do not need to go through with impeachment, they just need to keep it on the table. They can continue to investigate the obstruction charge, while detailing Trump’s business plan and taxes in a public forum. This is where he is vulnerable. Do not let up the pressure on any front.
The House still has to consider impeachment, even if they know that the Senate will ultimately acquit. The very credibility of Congress as a co-equal branch of government depends on it. If Trumps does not deserve impeachment, what president does?
As far as Mueller testifying, there really is only one question that matters: “If this evidence in this report was from a case that did not involve the President of the United States, would you, as a federal prosecutor, proceed with prosecution?”
