Alabama has that too. Just not on any of the custom plate varieties. For a long time Mississippi actually stamped the full name of the county at the bottom of the plate. Though I’m not sure if they are still doing that now.

It’s a 12v outlet. Newer Porsches have them in the same place. It’s a great place to attach the battery charger during the winter. Also nice if you have a radar detector and don’t want to have the wire dangling around the center console.
